The General Federation of Trade Unions

 A distinguished participation by the Human Resources Management Foundation, represented by the Chairman of the Board of Trustees, Dr. Munir Abbas, in the dialogue seminar launched by the General Federation of Trade Unions in Damascus on Tuesday, October 7, 2025. The presentation was titled: “An Approach Comparing Labor Systems in the Public and Private Sectors.”
Attended by the President of the General Federation of Trade Unions, members of the federation’s executive office, as well as directors, experts, and specialists from various ministries, companies, and public sector institutions.
During the presentation, Dr. Abbas provided a comprehensive vision on the similarities and differences between the new Civil Service Law for the public sector, which will replace the Basic Law for Employees No. 50, and the Labor Law for the private sector No. 17, which is currently being developed with the Foundation’s participation in the amendment committee under the supervision of the Ministry of Social Affairs and Labor. Dr. Abbas also praised the efforts of the Ministry of Administrative Development and the Committee of Experts in updating the Civil Service Law, which has become more modern and flexible, serving the new phase of Syria after liberation, through the development of job ranks and grades and the adoption of modern work patterns.
Participation is the theme of the next phase in developing labor laws in Syria, keeping pace with modern regional and international trends.
