The idea of founding human resource management association in Syria came from the need and the lack of human resources professionals and specialists in Syria.

Institute of Human Resources Management (IHRM) is a non-governmental, non-profit association founded to disseminate and develop best practices of human resource management, and to increase the awareness of the human resources importance as a strategic business partner.

On August 8, 2006 nearly 75 Syrian HR and Business professionals were contacted to support founding an association specialized in human resource management. 12 members were nominated as founding members whom their role was to translate the idea into a mission, vision and objectives.

The founding committee met the Minister of Labor and Social Affairs, Dr. Diala Haj Aref, who supported the idea of setting up a Syrian association concerned with human resource management, which led to legally giving birth of the Institute of Human Resource Management (IHRM) on January 14, 2007 decree 78.
